The TEHDAS2 project has launched a comprehensive public consultation aimed at refining the guidelines and technical specifications essential for facilitating the secondary use of health data across Europe. This initiative is in full alignment with the European Health Data Space (EHDS) and is an important step towards harmonising procedures and ensuring secure, efficient, and ethical access to health data across the continent.

About the TEHDAS2 Project

The TEHDAS2 (Towards the European Health Data Space) joint action is a significant collaborative EU-funded initiative involving 29 countries, coordinated by the Finnish Innovation Fund Sitra. The project builds upon the successful foundation laid by the previous TEHDAS project and other European initiatives. TEHDAS2 plays a key role in supporting the European Commission's efforts to establish the European Health Data Space (EHDS), which aims to provide easier access to health data for research, policymaking, and innovation. The core objective of TEHDAS2 is to develop concrete guidelines and technical specifications that will enable the cross-border secondary use of health data, ensuring that the data can be accessed securely and efficiently, all while protecting citizens’ rights. Through the harmonisation of standards and procedures, TEHDAS2 will support the creation of a health data ecosystem that facilitates healthcare improvements across Europe.

The Public Consultation Process

The TEHDAS2 public consultation will run from 30 September to 30 November 2025 and invites stakeholders to provide feedback on 11 draft guidelines and technical specifications. These documents will support the practical implementation of the EHDS by providing clear, actionable guidance on data access, secure processing environments, and the rights of citizens.

The public consultation offers stakeholders—ranging from citizens and healthcare professionals to regulators and authorities—the opportunity to review and provide input on the draft reports prepared by the project’s work packages. The consultation documents address a broad range of topics, including data access procedures, data minimisation, penalties for non-compliance, and protocols for citizens opting in or out of data usage. This collaborative approach ensures that the final guidelines meet the needs of all relevant stakeholders and can be effectively implemented across European countries.

Once the consultation period concludes, the results will be carefully analysed. Comments and suggestions will be taken into account to refine the guidelines and technical specifications. The final deliverables will undergo an internal approval process before being officially published.
